- The minutes of 15th June Parish Council Meeting were unanimously approved as an accurate record of the meetings. The Chairman signed the minutes.
- Accounts and Payments
5.1 Two applications were considered for the Annual Parish Council Community Grant
5.1.1 Application from Village Hall – approved and awarded £750
5.1.2 Application from Parochial Church Council – approved and awarded £750
5.2 The council received and noted the accounts for the first quarter of the financial year and the budget monitoring report
5.3 It was confirmed that Bank Reconciliations for June 2026 have been checked and signed
5.4 The income received was noted –
- Bank Account Interest – £148.63 received 30/06/2026
- Bristol Water 50% repayments for cost of maintenance of the pond, backdated for 6 years – £4752.31 received 02/07/2026

- Grass cutting and various strimming during July and August – the quote provided by Branching Out for the additional work was agreed. The contractor to cut The Batch (without the wild area), hedge by Leamon Cottage, and various strimming jobs.
- Compton Martin Notice Board – to consider quotes at the September meeting after the finance working group have made their recommendations. The idea of using the CIL funds for notice board was discussed as this falls into the development of the infrastructure of the village which the CIL rules apply to.
- CIL application for funding the felling of the Wellingtonia tree and CIL enquiry with B&NES – some enquiries were made the previous months to B&NES, NALC and the Diocese of Bath and Wells. Although the parish council is not satisfied with the overall response and advice from B&NES CIL and their Legal Team, it has been decided to not pursue the matter any further. B&NES have cited the guidance on CIL without further advice and their Legal Team are not obliged to give advice to a parish council. The Diocese of Bath and Wells have not acknowledged the enquiry. The clerk to chase up again their response. Further to item 7 a decision was made to (subject to hearing back from Diocese of Bath and Wells) to use the remaining CIL finding to purchase a notice board and consider helping the felling of the tree in the churchyard from the general reserves of the parish council.
- Housing Needs Survey – Letters were posted in every household with deadline for responses, eighter paper copy or online by 30 July. Two additional remainders to be sent to parishioners.
- Pond –
- Bristol Water enquiry – the council was updated on the receipt of the 50% of the cost for maintenance of the pond backdated for 6 years as agreed with Bristol Water. A further invoice from the autumn bulrushes and mud clearing to be forwarded with the upcoming clearing invoice. The ringfencing of the funds to be discussed at the finance working group meeting before September.
- The quote from Green Mantle for the scheduled maintenance clearing at the end of July was approved – £1361.46 (2.5% increase on last year).
- Speed checks, road safety update – an update on the PSPO and the speed checks data collected to be sought.
- Village Footpath Walk was deemed successful. The majority of footpaths were walked on the day. Many footpaths were found overgrown and some fallen trees blocking footpaths were reported. All problems were reported via FixMayStreet to B&NES by participants and encouraged to do so in the future if they see a problem with footpaths.
- Compton Martin PC Action Plan – to be considered at next meeting after the finance working group prepare one.
- Bristol Airport –
- The CMPC response to the consultation on the Bristol Airport Application for 15m passengers sent by the deadline, end of June, was unanimously approved.
- PCAA update regarding their AGM, financial report and their response to the BA Application was distributed via an email

16. Report from District Councillor
- Airport Expansion – David and Anna are attended the Felton Common “light display” meeting on 4th July, including other local councillors and MPs. The council and the ward councillors oppose the application to expand airport numbers on many grounds. These include the increase in night flights, increased local (and speeding) traffic, the environmental and biodiversity impact, the concern for more illegal parking businesses, the lack of a mass transit system and engaging local people into employment.
- CEO of B&NES to the Valley – David and Anna received Sophie Broadfield to the Valley last week to show her our local issues. We drove her to the ford at Chew Stoke to show to horrible pot holes in School Lane; the bus stop issue on Chew Lane and Harford Sq; the footpath on Chew Magna high street; the pull-in at Herons Pool to discuss the anti-social behaviour speed racing around the lake; the rural beauty of Nempnett Thrubwell when discussing enforcement and illegal airport parking; the speeding through Compton Martin; the NCN2 through the Wrangle to Norton Lane; the proposed crossing at Bishop Sutton school and footpath along the A368 at Redlands in Stowey.
- The Newbridge Park and Ride – funding has been secured to continue the later times for the park and ride in Bath. Just to remind you, it closes at 11:30 PM Mon to Sat and 6:00 PM on Sun.
- Climate PDS – Anna has the climate policy scrutiny meeting on 9th July to discuss the resilience policy, which seems very fitting in light of the severe heat wave.
- B&NES Climate and Nature Consultation- updating B&NES Climate and Nature Strategy open until 5 PM, 24th July.
- Buses – the huge win for the area is that WECA are now funding two brand new bus services, after some good collaborative working with B&NES, across our area and we have retained the X91.
- X91 – Ubley to Bristol : VIA
- 100 – Bristol to Bath : hourly : “Bishop Sutton and CV”Abus
- 101- Bishop Sutton to Radstock : every 90 minutes, daytime, Mon to Sat via Chew Stoke and Chew Magna High St. -Abus
- Plus WestLink- WECA and operator working on improvements.
- All funded for three years! Still working on bus stops at CV school and in Chew Magna – so routes and timetables not yet clear. Start July 26!
- WECA are joining the parish liaison on 22nd July in Keynsham to discuss these plans and they also have an online meeting on 14th July at 6:00 PM.
- CV Area Forum – has been rescheduled for 6:00 PM on 6th July at the CV Library, Link in Bishop Sutton. We are hoping for the police to attend and other discussions on the library and community nature recovery.
- The Local Plan Update – this has now been delayed the cabinet meeting on 10th Sep when the first draft will be out. It is long overdue and we hope to give you further details in due course. Consultation period will run for 6 weeks.
- Green Bin waste (missed) – we have not been contacted directly by residents, but due to the adverse weather issues, some green bins were not collected last week. This is the statement from the cabinet member: “For what it is worth, an additional collection will take place in December during the usual 6 week hiatus and affected residents will be notified. Last week was unprecedented and unfortunate timing with renewal notices being sent out to a large majority of customers, but the welfare of staff had to come first and managers were receiving concerns from the unions.”
- Speeding / Dangerous Driving / Antisocial Behaviour. No “Solutions” meetings held. We are chasing up the PSPO as it is still not in place. With respect to the car and bike racing and antisocial behaviour Highways are looking at design options on the B3114 “for a series of central islands, the implementation of a reduced limit (to be discussed) and potentially get the road markings changes that will complement the islands that will ultimately go in when we receive money for their construction”.
